Qatar is a Doha market. Lusail, Education City, West Bay, and The Pearl are districts inside that market, not separate countries and not equal briefs. Foreign residents are the majority of people in the country, which makes the raw population look like an easy media buy. The useful question is which foreign residents can buy the product in front of you.
Read the population figure before you brief the creative
The National Planning Council reported about 3,139,213 people in Qatar at the end of September 2024, of whom 2,206,422 were male and 932,791 were female. The snapshot excludes Qataris who were outside the country that month and non-Qataris with residency permits who were outside the country. It is a count of people present, and it is heavily male. Family creative aimed at "all expats" is aimed at a minority of the people standing in Doha that month.
The Council's 2024 labour force survey, covering people aged 15 and over, puts non-Qataris at 2,316,472 and Qataris at 233,630, out of 2,550,102. That is about 91% non-Qatari inside the survey frame. The frame includes collective households, including labour gatherings, and it excludes hotels. A school, a family health plan, or a relocation service for accompanying spouses fits the households in ordinary residential districts. That is a smaller group inside the same 15-and-over frame.
Keep those two facts in the brief. Qatar has scale. The scale includes a large workforce in collective accommodation whose media habits, languages, and purchase rights are different from a family in a compound choosing a school. Campaigns that buy the whole non-Qatari category will generate the cheaper audience and miss the buyer.
Schools, healthcare, insurance, and relocation
Education is one of the clearest high-intent categories, and it is geographic. Qatar Foundation's Education City, in Al Rayyan, is a campus of schools and branch universities, not a tourist site to sprinkle into a brand ad. International schools also operate in other Doha districts. Admissions windows, curricula, and fees differ. The campaign should name the schools or the advising service the client actually provides, the age range, and the district. A generic "best schools in Doha" page collects parents, recruiters, and people comparing countries they may never move to.
Private healthcare and international insurance sit next to schooling for family households, and next to employment for people whose package does not include usable cover. Public and private providers both exist. Name only facilities and networks the insurer or clinic can deliver. Maternity, paediatrics, and outpatient access are concrete reasons a household switches. They belong in the ad only when the policy includes them.
Relocation is a B2B and a household sale at the same time. Mobility managers and HR buyers respond to LinkedIn and search. The employee household responds to school, housing, and insurance detail. Run those as related campaigns with the same facts, not as one lifestyle film. Insurance lead generation and broader lead generation need a written definition of a qualified Doha enquiry before the first bid.
Districts, languages, and the summer calendar
West Bay and the traditional business core suit professional and financial offers. Lusail suits newer residential and employment demand, and it also hosts major events that pull in visitors. The Pearl is a residential product with its own price band. Education City and the family districts around schools suit term-time education and paediatric cover. Labour accommodation is a different country for media purposes: do not fund it with a family-insurance budget, and do not pretend a compound lookalike will filter it out on its own.
Arabic is the official language. English is the working language of many employers, schools, and clinics, so English can carry a professional or school campaign. Arabic creative is part of trust, and it is part of compliance for some placements. Hindi, Urdu, Tagalog, and other languages are worth producing only for communities the client can serve in that language after the click. The labour force survey cited above does not publish a nationality split, so do not invent one in the media plan. Take the mix from the client's customers.
Residents travel in summer and research from other countries. Keep remarketing able to follow known enquiries. Do not read a drop in local footfall as a drop in demand until the analytics say so. During events and holiday peaks, exclude hotels and the airport for any product that requires residence. Dubai has a related nationality and seasonality problem, and a Dubai account structure still will not answer a Doha brief. School belts, housing stock, and the shape of the workforce differ.
What to count as a lead
A useful Doha lead names the district or community, the product, and a reason the person is in Qatar: employment, a family residence, or a school place for a named intake. A lead that says "visiting" or "comparing Gulf cities" is a research contact, not a sales appointment. For schools, the child's age and the intake year matter more than a nationality tick-box. For insurance, the first question is whether a corporate plan already covers them.
WhatsApp and phone follow-up close a large share of insurance, school, and relocation enquiries. Staff that follow-up in the languages of the landing page, including evenings. Landing pages should load quickly on a phone, show who the advertiser is, and avoid stock skylines as the only proof of local knowledge. Content that explains admissions timing, cover limits, or what a relocation fee includes will qualify better than a list of Doha neighbourhoods.
Report family products separately from individual professional products, and report English and Arabic creative separately. If collective-household placements or hotel traffic appear in the placement report, cut them before you judge the offer. Send the product, the districts you can deliver in, and two examples of an enquiry you would accept. Get started or contact us. We plan and run this work remotely. This page is not a Doha office or a Qatar licence.
