Malta is small enough that a national campaign is already a local one, and crowded enough that residents, remote workers, and short-stay visitors show up in the same towns. At the end of 2024 the National Statistics Office estimated 574,250 residents in Malta and Gozo. Maltese citizens were 70.6% of that population and non-Maltese citizens 29.4%. Population growth that year came mainly from net migration of 10,614 people, and non-EU citizens accounted for 76.6% of that net. Eurostat's 1 January 2025 citizenship figures match the 29.4% non-national share. The foreign-born share was 32.0%. Eurostat also finds that, in Malta, the share of 15-to-64-year-olds is at least 20 percentage points higher among the foreign-born than among the native-born.
Those numbers describe a real commercial audience: working-age foreign residents, in a country where English is an official language. They do not describe a large empty market waiting for a broad awareness buy. The sales problem is sorting the 29.4% who live in Malta from cruise passengers, weekend visitors, and people researching a relocation they have not started.
The harbour towns are the media market
Valletta is the capital and a workplace. It is a poor geo-fence for "where foreign residents live." The practical residential belt for many foreign professionals is the harbour side: Sliema, St Julian's, Gzira, and nearby places such as Swieqi and Pembroke. Treat that as a briefing map and correct it with the client's own address data. A campaign pinned only to Valletta's walls will miss the households and collect visitors who are in the city for the day.
Gozo is a different, smaller brief. Lifestyle and remote-work demand exists. Volume is limited, and the summer calendar fills the island with people who are not buying an annual policy. If the client can serve Gozo, run it as its own ad group with its own form question. If they cannot send an adviser or fulfil a claim there, leave it out.
The Constitution makes Maltese the national language and makes Maltese and English the official languages. English-first ads and landing pages are a fair default for foreign residents, which is a genuine difference from markets where English is only a business convenience. Maltese still matters for local partners, for some household decisions, and for specified disclosures. The MFSA Conduct of Business Rulebook requires certain information for clients resident in Malta to be provided in English and Maltese unless the person chooses one language. That is a disclosure rule for licence holders, not a ban on English advertising. Build the page so a Maltese-speaking colleague can finish the conversation.
Who is worth acquiring
Four groups show up in the same postcodes and should not share one offer.
Employees and contractors in Malta's regulated gaming sector are a visible professional audience around the harbour. Housing, health insurance, and schooling can be sold to those households. The advertisement is for the housing or the policy, not for gambling. We do not have a published headcount to put on this page. Use the client's enquiry mix before treating the sector as the whole market.
Other foreign professionals, including people in financial services, technology, and hospitality management, overlap with that geography and often have a different employer, a different budget, and a spouse who is the actual buyer of the school place or the policy.
Remote workers and recently arrived EU and non-EU residents are digitally easy to reach and quicker to leave. Price sensitivity and tenure should be on the form. The NSO figure that non-EU citizens made up most of 2024's net migration is a reason to ask about status and timeline. It is not a reason to build a visa-advice funnel unless the advertiser is allowed to give that advice.
Retirees and long-stay households exist, including on Gozo, and they are a minority brief next to the working-age population Eurostat describes. Healthcare navigation and insurance fit them when the creative speaks to residents. Beach creative does not.
What the regulator will look at
The Malta Financial Services Authority expects marketing by its licence holders to be fair, clear, and not misleading. Promotions are generally not pre-approved. The authority reviews them and can require changes or withdrawal. In 2023 it reviewed hundreds of social ads from investment firms, insurers, and banks, and the failures it published were practical: missing risk warnings, unclear product descriptions, and incentives that obscured the product. An insurer or bank advertising to foreign residents in Malta should assume the creative will be read against those standards.
Immigration and residence marketing has a separate honesty test. Describe the service the firm provides. Do not promise a permit, a tax result, or citizenship. Property ads have the same limit: buying an apartment is not a residence right.
EU privacy rules apply to the form, the pixel, and the CRM. On an island this small, sloppy audience building also has a commercial cost. A lookalike made from website visitors will include tourists who bounced off a photo of Valletta.
Qualification, because the map will not do it
City-radius targeting cannot separate a resident in Sliema from a guest in the hotel next door. The form and the sales script do that work. Ask:
- Which town they live in, and whether they have a Maltese address.
- Whether they are in Malta for work, study, retirement, or a visit, and for how many months this year.
- Whether the enquiry is for themselves or for an employer.
- Which product they want, and when they need it.
Search captures people already looking for health cover, a long let, a school, or a professional service. Meta is for remarketing people who passed the form, not for buying "expats interested in Malta." LinkedIn fits employer-side and professional offers in financial and headquarters roles. Content that explains how a specific service works for someone already living in Sliema or St Julian's will outperform a relocation brochure. SEO should target those living-in and service queries, with town names used because the page is actually about that town.
Report cost per sales-accepted lead for the harbour belt, for the rest of Malta, and for Gozo if it is in scope. Review rejected leads every week during summer and cruise peaks. If visitors dominate, tighten the form before raising the budget. Lead generation here is mostly a qualification design problem with a media plan attached.
If you sell to foreign residents in Malta, send the product, the towns you can serve, and the enquiry you want. Get started or contact us. A consulting session can settle the lead rule before any spend. This page is not a Malta office or a local licence.
